You could pet him, if you give him a tickle, nice food and lots of attention he will probably come up to you whenever you put your finger in the cage.

I have a Hahns Macaw and I have never taught him to step-up, simply because he usually stays on me, and steps up automatically when I place a hand or stick to his belly.

You could alway put your hand between the bird and a treat, so that the bird has to step onto the hand to get the treat.

Good Luck.
