I've looked at both the links. Can't say I think much of the ideal of them prosecuting on suspected cruelty. Sometimes there are underlying conditions that make it look as if a pet is neglected. All cases should be thoroughly checked before prosecution takes place.

I think the RSPCA would be foolish to prosecute on the basis of suspected mistreatment without adequate evidence as no court will allow anything like that but as it bans docking I'm very for it, about time they were tightened.
